BOARD OF SELECTMEN
Special Meeting Minutes
Town Office Building January 4, 2010
Lower Level Conference Room 5:30 P.M.
First Selectman Mailhos called the meeting to order at 5:30 P.M. with the following in attendance: Selectman Millix & Blessington with Lynn Nicholls and Residents.
A. Review CIP requests for Public Works
Lynn presented an updated spreadsheet from the last CIP discussion which was held last week. Discussion was held on what will be presented to the CIP Committee.
$7,000 budgeted for renovations will now go towards fixing the fuel pumps, as they have gone down a few times. The fuel pumps are used by the Fire Department and Busses. The renovations will be pushed out a year. Selectman Millix asked if there would be any safety issues with pushing out the renovations. Lynn said no; they are looking at a leaky roof, etc. – stuff that can be patched inexpensively. The fuel pumps are more important.
Lynn talked to FEMA today, and the Town can get an extension on the money for the Turnpike Road project.
Selectman Blessington asked the status of refitting the sweeper rather than replacing it. Lynn said that it will cost $19,250 to have it serviced, which includes shipping it down there, 3 year part warranty and 1 year labor warranty. Selectman Millix said that we could spend $20,000 to get 3 more years, and we could buy a new one for $50,000. Lynn said that it would not be new, it would be 5-6 years old. The sweeper we have now is a 1985 model. There is no air conditioning in it now, and OSHA will only let someone operate it for a certain time period, due to the loudness of it. We could possibly trade it in towards a newer model.
Lynn said that the Fire Department is looking to trade one of their trucks in, and wanted to explore the idea of purchasing their old truck, rather than purchasing a new or used one. Selectman Blessington asked if the Fire Department really needs a new truck right now. He understands that Public Works needs another new truck; and understands the rationale behind the Fire Department getting a new truck, but there is another item that costs money. If the truck is good enough to be used by Public Works, can it still be used by the Fire Department.
Discussion was then held on leasing options. $400,000 over a period of 7 years. This would be to replace all of the equipment on the short list, as opposed to fixing.
The Board agreed to bring the Public Works request to the CIP Committee.
Selectman Blessington motioned to adjourn the meeting at 6:05 PM.
Selectman Millix seconded the motion.
Vote: 3 Yes (Mailhos, Millix & Blessington) 0 No.
Respectfully submitted,
Robin Campbell
